Felicia might very well have had something to do with it, true. It was all too convenient for her. However, there is a small possibility that she didn't actually do anything, and she was just that unsurprised because...that's the way she is (I'm sure no one will think that, though).
Yes, Lillian is a horrible mother. Even Howl, the child she actually loves, may have serious problems in the future due to her terrible parenting. And yes, Hell is now a teen. O.O Things will start getting serious now...
